That is a firefox issue. It normally happens when a forum site is slow to load.

Not purely a Firefox issue. It's an incompatible CSS issue. It's what happens when the site designer (and I don't mean the current admins, I mean the creators of either phpBB or the current style) build the stylesheet for IE, not realizing that IE is not a standards-compliant browser. Firefox is, and if it reads the CSS code and says "wtf is this shit?", it ignores the CSS file from time to time.

And, if I remember correctly, a different CSS file is applied to a user account once logged in (per profile per style, maybe?)

I knew it was CSS, but thought it was a firefox thing because I never saw it in IE (not that I use it often :))

And as far as I know yes the account style is potentially different from the generic style, since most account styles are set to show differently. (like how when you log in with no account you get a generic banner).

Shouldn't be a problem as long as the profile CSS is displayed correctly. No security holes that I know of in there.

We just went through this at work. They hired (and don't ask why they did this... ) a summer student to redo the corporate website, rather than have our internal webmaster do it. He rebuilt it to IE's standard, and we got pretty much the exact same thing. We didn't notice right away because most companies just stick to IE, and most of our employees don't go on to the public website anyway.

There is a quick fix, for whoever has access to it. Take the CSS file and spit it into W3C's CSS validator, located online at http://jigsaw.w3.org/css-validator/#validate_by_input. This tool will actually spit a valid CSS file back to you instantly. Quite nice, actually :D
